Mexican Government Scholarship for Foreign Students

Overview

The Secretariat of Foreign Affairs, through the Directorate for Educational and Cultural Cooperation, informs the public of the call for Applications for 2012 Government of Mexico Scholarships for Foreigners, the details of which are available at http://www.sre.gob.mx/becas.

1. Scholarship Characteristics

The scholarships are granted for specialization, master’s, Ph.D., and medical specialization courses as well as for postgraduate-level research, postdoctoral stays, postgraduate mobility programs, artistic creation residences, high-level conferences, residences for Mexicanist researchers, residences for media collaborators, and special chairs for visiting professors.

Scholarships are not granted for preparatory courses; distance, open learning courses; and direct doctorates (programs that comprise M.A. + Ph.D.) The scholarships are open only for the programs, institutions and hospitals listed in this Call. Scholarships are not offered for dentistry, plastic surgery, marketing, accounting, advertising, and business management.

Scholarships are awarded on a yearly basis for a duration of up to:
• 1 year for specialization studies
• 2 years for M.A. studies
• 3 years for Ph.D. studies
• 3 years for medical specialties and subspecialties
• 1 to 12 months for postgraduate research and postdoctoral stays
• 3 to 5 months for postgraduate mobility programs


2. Applicants’ Profile

Preference will be given to candidates that:
• Further studies on prioritary subjects for the development of their country.
• Work in particularly important areas for their country’s’ institutional development.
• Study postgraduate courses that are not offered in their country.
• Carry out studies or research in institutions located in the states of the Mexican Republic.
• Hold faculty or research positions at public higher education institutions or scientific research centers in their country.
• Are public officials in charge of areas or programs of special interest for their country.
• Work at human, social, or economic development programs focusing on marginalized groups or at socially or economically depressed regions.

3. General Requirements

• Submitting the corresponding application (A or B) within the application deadlines.
• Having an official Government candidacy endorsement as part of application A.
• Holding a bachelor’s, master’s, or Ph.D. degree as required by the degree program for which the scholarship is requested.
• Having a minimum cumulative grade average of 8 on a scale of 0-10, if a different scale is used, it is essential to submit its equivalency.
• Receiving academic acceptance from the host Mexican institution
• Spanish. If Spanish is not the applicant’s native language, proof of advanced knowledge of Spanish issued by a university or language learning center must be attached.
• Meeting the requirements set forth in this Call. Incomplete filings or original documents will not be received.
• For postgraduate mobility scholarships, an academic acceptance letter of the host institution must be provided together with a communication from the applicant’s institution acknowledging completion of educational credits.
• This Call is not open for residents of Mexico, foreign diplomats recognized in our country or their relatives, or individuals holding a dual citizenship by naturalization.
• The Ministry of Foreign Affairs (SRE) does not receive original documents except for medical certificates.
The specific requirements are set forth by each program. It is advised to read them carefully.

4. Application Submission

All scholarship applications will be submitted to the Mexican embassy or concurrent embassy for the applicant’s country through that country’s Ministry of Foreign Affairs or Education and/or the government institution appointed for such end. All “A” applications require a candidacy endorsement signature from the
applicant’s government since it is an inter-governmental offer. Such signature is essential for the application to be considered.Only complete applications that meet all the requirements will be processed. The copies of the documents must be authenticated and apostille-stamped when required by the host institution as a condition to accept the applicant.

5. Selection Criteria

• Applicant’s academic excellence in the field of his/her intended studies in a Mexican institution.
• Consistency between the applicant’s academic and occupational background and the field where he/she intends to specialize in Mexico.
• Relevance of the studies and their direct impact in the development of the
applicant’s country.• Workplace reintegration of the applicant in his/her country upon completion of the scholarship.
• Connection of the studies with specific current or approved projects and the impact of such projects in the development of the applicant’s country.
• Foreseen specific applications of the acquired knowledge.
The applications that meet all the requirements will be evaluated by a preselection committee in their corresponding countries. The final decision for scholarship awarding corresponds to the Government of
Mexico and IT IS NOT SUBJECT TO APPEAL.

6. Scholarship Benefits

• Enrolment and tuition in accordance with the provisions of each institution’s program.
• An allowance of:
1) Four times the current minimum wage in the Federal District for specialty, master’s or master-level research and Spanish or Mexican culture studies. This amount is currently equivalent to $6,895.20 MXP.
2) Five times the current minimum wage in the Federal District for Ph.D., doctoral research, postdoctoral stays, medical specialties and subspecialties, and expert and artist residencies. This amount is currently equivalent to $8,619.00 MXP.
• Medical insurance covered by the Mexican Social Security Institution (IMSS) starting three months after the scholarship is initiated.
• Transportation from Mexico City to the host institution when the scholarship starts, and back to Mexico City upon completion of the scholarship.
All expenses not mentioned above will be paid by the scholarship holder, as well as the expenses arising from credit transfer acceptance, thesis printing, academic degree attainment requirements, and registration in the National Registry of Foreign Residents

7. Scholarship Granting

The results will be handed in writing at the corresponding Mexican embassy. The scholarships are non-transferable and may not be extended for academic terms subsequent to the year in which they were granted.

8. Conditions for Scholarship Holders


Scholarship holders must be documented as non-immigrant students at the consular section of the embassy of Mexico in their country. THEY MUST NOT TRAVEL AS TOURISTS.

Scholarship holders with dual citizenship must enter Mexico and identify themselves during their stay as citizens of the country that endorsed their application.

Once the scholarship is granted, no changes of educational institution or program will be accepted. If a scholarship holder deserts his/her studies, undertakes activities contrary to Mexican legal provisions, fails any subject, or if his/her grade average in a given term is less than 8.5 (eight point five) on a scale of 0-10 without reasonable justification, the scholarship will be cancelled. The scholarships are granted for studies in Mexico; therefore, the scholarship holder may not leave the country for more than 30 days per year of scholarship. If such term is exceeded, the allowance will be cancelled and may be resumed or definitely cancelled.

Application Deadline

Bilateral and Multilateral Programs:

Applications accepted as of: June 30, 2011. Deadline: October 14, 2011.

For these programs, files must be received at this Directorate by November 18 at the latest; the results will be made known during the month of December 2011.

Special Programs and Research Stays:

Applications accepted as of: January 17, 2012. Deadline: November 30, 2012.
